Water Quality Standards & Permits**
Seeking an individual to serve the community as the Senior Environmental Specialist for water quality standards and permits within Colorado Springs Utilities. Will lead and implement Colorado Discharge Permit System (CDPS) to fulfill permitting and strategic planning to meet future stream standards and protect water quality for generations. The person filling this job will be the CDPS expert for all Utilities’ operations with a focus on wastewater utilities. Also, will work collaboratively with regulators, regional water quality stakeholders, industry partners and Utilities staff to develop and implement water quality plans.
Prepare permit applications & permit implementation plans
Manage water quality information and databases to support permitting and rulemaking
Lead teams to prepare, submit and negotiate CDPS permits and site applications for two major wastewater facilities; a biosolids facility and a drinking water treatment facility
Represent Utilities through the Colorado Water Quality Control Commission hearing process; track and influence proposed changes to stream standards and permit regulations
Develop and maintain partnerships to support regulatory strategies
Represent Utilities in regional water quality planning processes including Pikes Peak Area Council of Governments Water Quality Management Committee and Site Application Review Committee and Arkansas Fountain Coalition for Urban and River Evaluation
Advise staff on Industrial Pretreatment permit applications and compliance for Utilities’ electric generation facilities
In conjunction with the Laboratory Services Department, develop, oversee or support projects and programs to ensure compliance with CDPS permit requirements
Provide water quality consulting and CDPS permitting support for capital projects in any of Utilities’ four services: water, wastewater, electric and gas
Develop and oversee research and surface water data collection projects, typically with US Geological Survey, to support permitting and regulatory strategies
This is a non-supervisory leadership position
Clean Water Act and related planning, rulemaking, regulations, permits, policies and practices
Environmental science such as aquatic biology, ecology, engineering or chemistry
Water resource recovery and drinking water treatment operations and processes
Environmental data, data quality, data collection, data analysis and statistics
Communication, networking, influencing, mentoring, coaching
Typical Education and Experience :
Bachelor’s Degree with additional environmental coursework in Biology, Chemistry, Engineering, Natural Resources, or a closely related field
A significant number of demonstrated and progressively responsible and transferable years of experience in environmental protection

Often, this will be demonstrated by formal education beyond a Bachelor’s degree in a natural science. While you thrive on digging into data and regulations, you know you can’t be successful without collaboration of your team. You build networks and partnerships within Utilities and throughout the state. You have the ability to prepare a quality CDPS permit application yourself, but you are dedicated to pulling together informal teams to formulate a better final product. You meet the deadlines, get the support of the team on the strategy, and focus on detail.
